Who has to follow the rules?

City ordinance in Olivet states that you must be quiet until 9am. Durring pledging, as well as conferences in the summer, Olivet College asks that the City' snoise ordinance is observed. 9am until 10pm is the time slot where noise can be made. How is it that I have been woke up by the Olivet High School band on three occasions this week before 8am. If the college must adhere to the cities ordinance than the high school should too. Ethically we cannot hold some community members to a higher than others.
I called the High School today and asked for a message to be deliverd to the band direstor the message will relay, "Please remember that city ordinance states the quiet hours are in effect until 9am". My big question here is if the band director will get the message I left for him?
